Recommended Actions

Benefit Assessment Formation Services.

1.     Discussion and consideration of entering into an Agreement with Larsen Wurzel & Associates, Inc. (LWA), in the amount of $420,900.00, to provide benefit assessment engineering services for the formation of a new assessment district to fund operations, maintenance, and/or the improvement of the County’s levee system and drainage facilities, and authorize the Chairman to sign.

2.     Discussion and consideration of approval to authorize the Director of Water and Natural Resources Department to issue the Notice to Proceed.

3.     Discussion and consideration of approval to authorize the Auditor-Controller to issue payments for contingencies up to 20% of the contract award amount per established County policy.

4.     Discussion and consideration of approval to authorize the Director of Water and Natural Resources Department to solely issue and approve Contract Change Orders in accordance with Public Contract Code, not to exceed authorized contingencies.

Discussion/Backup/Fiscal Impact

On September 25, 2018, the Madera County Flood Control and Water Conservation Agency advertised an RFP/RFQ for benefit assessment and engineering services for the formation of a new assessment district to fund operations, maintenance, and/or the improvement of the County’s levee system and flood control facilities (Exhibit A).

On October 30, 2018, one (1) Statement of Qualifications (SOQ) was received (Larsen Wurzel & Associates, Inc.). The SOQ was reviewed by the evaluation committee and Larsen Wurzel & Associates was determined to be the best qualified firm to perform the benefit assessment and engineering services. (Exhibit B).

The Department wishes to award the contract to Larsen Wurzel & Associates for time and materials not to exceed amount of $420,900 for benefit assessment and engineering services for the formation of a new assessment district based on the Proposed Scope of Work and Fee Schedule (Exhibit C) that was derived through a negotiation between the Department and Larsen Wurzel & Associates based on:

 

 

1.              The RFP/RFQ 2018-001 released 9/25/2018 (Exhibit A)

2.              The SOQ dated 10/30/2018 (Exhibit B), and

3.              The Proposed Fee Schedule dated 12/5/18 (Exhibit C)
