Recommended Actions

Consideration to adopt a Resolution authorizing application and acceptance of grant funds from the California Department of Parks and Recreation, Off-Highway Motor Vehicle Grant Program, for Fiscal Year 2019-2020.

Discussion/Backup/Fiscal Impact

The County has, in the past, received funds from this program to purchase up-dated equipment and to provide enhanced enforcement of safety and operating laws that apply to off-highway vehicles (OHV).  The project is a cooperative effort with the State Department of Parks and Recreation and requires a 25% match.  There are minimal training expenses incurred that are not covered by the grant, therefore, will be paid with general fund dollars. 

 

The County began a concerted enforcement of the safety and equipment laws that apply to OHV’s in 2001.  The State Department of Parks and Recreation provided funding to purchase specialized vehicles and to reimburse the County for overtime incurred by Sheriff’s Deputies working on the program’s objectives. Past year’s funding was used to pay for enforcement hours, equipment purchases, equipment maintenance, administrative staff and Deputy training.  State funds are generated by the OHV sticker program and are not dependent upon the State General Fund.

 

The adoption of this resolution will authorize the Department to apply for continuing funds. The Department is not required to fund this program in the absence of State funds.   The funds are provided on a reimbursement basis and the match is mostly funded by staff time to administer the program.
