Recommended Actions

Board of Supervisor Rules and County Code.

 

1.              Discussion and consideration to adopt an Ordinance to amend Title 2, Chapter 2.03, Section 2.03 of Madera County Code pertaining to the meetings of the Board of Supervisors.

 

2.              Discussion and consideration to adopt a Resolution amending the Rules of the Board of Supervisors.

Discussion/Backup/Fiscal Impact

Meeting procedures of the Madera County Board of Supervisors are set forth in the Rules of the Board of Supervisors and the Madera County Code Chapter 2.03, section 2.03.010. 

 

At the February 12, 2019 Board of Supervisors’ Meeting, proposed amendments to County Code were discussed. The proposed amendments to the Board Rules included minor clean-up items, as well clarification, for consistency purposes, that regular meetings shall not be conducted on the fourth and fifth Tuesdays of any month. On February 12, 2019, the Board of Supervisors considered these edits and requested that previously deleted language be added related to the office of the Chairman Pro Tem.

 

The proposed additional edits of the Rules of the Board of Supervisors are in redline and attached. The inserted language reads: “No member shall serve as Chairman Pro Tem who has not completed one (1) year of service on the Board. Prior interrupted service on the Board shall not be considered in satisfaction of this requirement.” The additional edits related to interrupted service on the Board mirrors the language for the Office of Chairman.

 

History

 

On September 15, 2015, the Board of Supervisors discussed removing the requirement that a Chairman Pro Tem complete one year of service on the Board prior to serving as the Chairman Pro Tem. The amended Board Rules, with this language deleted, was approved by the Board of Supervisors on September 22, 2015.
